This almost sounds like a hardware problem.  First thing to test would be a simple copy to make sure that the scanner is functioning correctly.  If not then you would likely need to replace the scanner assembly.  The scanner not moving is normally somethign trapped by HP error messages.  I'd still like to think there is a software reason why its not working for you.

 

In regards to software solutions what OS are we working with here?  Another good test to perform would be to scan from a 3rd party scanning application like MS Paint or Windows Fax and Scan.  If you can get the printer to scan from a 3rd party app then that means the drivers are fine and the HP app is misconfigured.  Uninstall and reinstall should be all you have to do but sometimes you need to go a little deeper as HP doesnt always do a good job of cleaning up its own files.

You shouldnt need an application to do this.  Run the normal uninstall, reboot and then navigate out to C:\program files and wipe out any HP folders.  Pull the latest full software solution from hp support.com and try again. 

 

HP also has a Print and Scan doctor utility that could shed some light on whats going on.
