Fixed.  The ribbon connector emerging from the scanner unit going into the scanner SCB is THE problem.  This ribbon is rather cheaply made with the metal foil connectors "printed" or "glued" onto the plastic substrate. This foil connector "teeth" is shoved into the very tight SCB ribbon connector. The metal prongs of this tight SCB ribbon connector definitely shaves, scratches, or scrapes the foil from the plastic substrate ever so slightly which resulted in a poor connection with the SCB metal prong.  Over time, I believe, the loose foil connection (just barely), separated from the plastic substrate, but still making contact with the metal prong or prongs would oxidize and ultimately lose connection. You get the error message "power off/on CPB" when one or two of these foil teeth loses all physical contact.  To diagnose this problem, pull out this ribbon from the SCB and look very closely at the ribbon teeth for any loose foil hanging out (chads) or uneven foil teeth. I used my finger tip rubbing across the edge and was able to move two of the foil ends away from the plastic substrate. If you can move a foil tooth this way that means it is a problem connection.  I used a straight (not curved) metal cutting shears and very carefully trimmed off the ribbon end (1/32 inch) making a clean straight cut across removing all  the bad teeth leaving behind good foil teeth. I re-inserted the trimmed ribbon back into the SCB ribbon connector. Success!!!   The fix worked.   No more cryptic error messages "Power Off/On CPB."
