You could try disabling some of the toner cartridge protection features:

Otherwise if you know you purchased brand new HP cartridges you should be able to return them for a refund as defective. HP will cover the cost for you if the store you purchased them from does not have a valid return policy.
Always avoid refurbished or refilled cartridges when there is a cartridge error. The only way to know if there is a problem with the cartridge or something with the printer itself is to use new and good cartridges.
