There is no way to restart a HP printer from the web console (Embedded Web Server). You must contact someone near the printer and ask them to restart it for you. When automatic restarts are necessary you can install the printer on a timed outlet.
The official way to power cycle a printer remotely is to use HP WebJetAdmin. WJA has features that allow administrators to reset a printer without tampering with the settings.
That being said, on some HP models you can trigger a reboot by configuring the devices language. For example, switching the default language from English to Spanish should force the printer to reboot. Once its rebooted then reconfigure it back to english. I havent tried it on your printer model but in theory it should work if you have access to the EWS.
