Win7 and Server OS's are two totally different things.  You must use installations designed for servers when installing on a server.  The 1312 is not designed to be treated like a shared network scanner the way that you want it to be.   

 

If you want something that is compatible with a server then consider purchasing a different model intended for an Enterprise audience.  Something like a LaserJet m375, m425, m475, or m525 would fit your purposes better.  Any of the listed models have the ability to scan to a network folder without the assistance of a server too.  You can configure everything you need from the Embedded Web Server (EWS) hosted on the printer when you type in its IP Address into a browser.

HP also offers a product called Digital Sending Service (DSS).  DSS is a server based scanning management application that allows you to centralize all of your scanning configurations.  DSS is very handy if you have a fleet of network MFP's and scanners that need to be managed.  However even DSS is not compatible with the 1312.
