There is one thing that can cause it, if you remove the transfer roller, look on the right hand side where it locates into the registration assembly, there is a small spring arm, this makes contact with a small metal square under the transfer roller, if you turn the transfer roller over it is close to the blue handle.

 

Sometimes the spring gets dislodged and is not high enough to make contact, it doesn't clear the message when the transfer kit is replaced.

If it's dirty then clean it, if it's pushed down then try to catch it with a spring hook or make a little hook out of a paper clip, gently lift the spring to see if it locates back into place.

 

There is no individual reset for this counter so going into a service menu etc won't reset it, if the kit was genuine HP and the correct one for this printer (and the spring is OK ) then I would escalate to HP to request a solution.
