My HP 7510 all-in-one printer had this problem with Windows 8.1, but the solution was hard to find, as there is nowhere accessible via the Windows Control Panel to switch the printer status from offline to online.
The solution turned out to be: power off the printer, power off the Router, wait 5 minutes, power on the Router, then when it's fully operational, power on the printer. A document stuck in the printer queue then printed immediately. I believe the problem may have been caused by switching off the Router the previous day (possibly with the printer on) to cure a totally different problem not related to the printer.
For the technically-minded, the problem was not connected to dynamically allocated IP addresses, as the Printer Status Report always shows the same URL, i.e., IP address.
