Haven't seen that one before. Normally HP does not go to great lengths to bury its bloatware. You can normally find them by searching through your Add/Remove or Programs and Features list.
Next time it pops up check your Task Manager and see if there is any more information that you can extract about the popup message. For instance if there is a particular .exe or application name the popup is running under you might get a clue as to where to look to remove it. I suggest turning on the Description and Command Line columns of Task Manager when isolating applications like this.
